Unbelievably Stupid

We’ve never had much use for Harbor Patrols. They don’t seem to be
so much about helping people, but rather vaguely threatening and seemingly
completely out of touch with the world of sailboats. Like the land Police,
we do our best to stay away from them and keep our encounters with them
to nonexistent. In Newport Beach, the Harbor Patrol has taken their
enforcement mentality to new levels of ridiculousness, and the LA Times
